Times have defiently changed for the Forager Fred Bugg with 2 gs hate over the years. Remeber when season 3 came out a loud majority did not like him. He's just a lil cinnamon roll

Most of the normal people you have no idea where they came from are from happy harbor high school. if you notice they like to introduce characters as background characters first and then slowly start giving them more lines.

So a bit of a fun fact, you can see that Livewire has joined the Outsiders in one of the pictures Gar was looking at on his phone. She was with El Dorado (AKA Ed), Static, and Looker (the red head). Looker being one of the shadows who the Outsiders had fought in episode 19 of last season.
You can also see Windfall, who was the girl with wind powers last season who had been scared to use them.

@4:30 those two are the people that went to school with Conner & Megan when they first integrated into society. They showed them around & helped them act normally. The Guy was the nerd that actually caused the Halloween party prank & the girl was the cheerleader team leader who was close friends with bumblebee(the lady that changed her daughter’s dna whilst fixing the hole in her heart) who is married to Calvin the 3rd guardian (the yellow helmet guy that had a yellow shield) that surprisingly was juking despero(purple alien with the fin on his head and third eye that bitched Shazam and Conner) Those 4 learn the truth in a comic run that was happening simultaneously during s1 & 2 to help feel in the blanks just like the ps2 game did. They integrated multi media canon lore into the show/ story. It’s why we know no speedforce exists in this show/ earth

Edit i was partially wrong Lucas Carr the guy is the right person i was talking about, but he’s more in the comics and is a teacher at happy Harbor but his wife the officer is from when Halo & Haper (the girl who had blue hair) shot guns drunk and kissed. Megan knew her as a highschool counselor for the youth

You guys guessed Megan's brother's voice actor correctly, His name is Ben Diskin and he played numbuh 1 and numbuh 2 in the Codename Kids Next Door series 😎.

So to cap off everyone in the opening scene:
The other happy couple (besides Miss Martian and Connor) is the cop from last season who helped with Harper and Halo, and her husband is the teacher from season 1 and 2 who taught both connor and miss martian and beast boy.
Blue hair girl is obviously Harper, and the little boy is her little brother that whom was discussed in last season during Harper and Miss Martian's counselling session where Harper admitted that her dad beat both her and her brother.
Time skip of about a year.

The man you didn't recognized in the beginning was from S1. He was the teacher of Superboy & Miss M. The time skip is 1 year, 10 years after season 1.
After the reception of season 3 and many fans lack of interest in characters such as Holo, Forager, Geo-Force & Halo, they decided to go back and focus on the original core characters from this art.
The season is considerd a little bit of an improvement over S3 but inferior to 1 & 2.

I'm not 100 percent sure if they pushed Halo, GeForce, and Forager to the background simply because of any backlash. It seems more like they just decided to focus on different arcs for the original team because that was a good way to structure the story arcs for this season 🤔.

Greg Weisman in an interview pointed out that was the reason they promoted Season 4 of the original team as he did say plans changed out of fans request to push the few newer characters aside.
