I can't say which is necessarily 'right'. I do agree that if you cause trouble you should fix it. But at the same time I do agree with Raph that Leo was taking it overboard and would have likely gotten one of them hurt or worse. I was already becoming dicey for them being involved and had Kahrai not been there the situation could have been worse. I don't think that the five of them could have saved the city, so honestly Leo was lucky that kahrai was there.

I think in regards to Raph, it's a few things. First, he's always shown to care about his family, and after all of the Shredder tied things lead directly to them going into space and being caught in the middle of the crossfire there, well he's nearly seen his family ended so many times. And second, he's always had a bit of an issue on when he gets mad it's hard for him to stop, so while he started more reasonable, Leo going against Splinter in a way that put them in danger (justified or not) gets at him more and more, and he's always had a bit of a problem with accepting something he's angry about. Which is why once he was finally out of the situation, he began to be much more agreeable.
I dunno, then again growing up Leo here was always my favorite and Raph less so, so maybe that's just something I saw as a flaw with him.
