Dr. Wheelo was briefly mentioned before in episode 37 of DBZ Abridged. When Dr. Gero aka Android 20 wondered how the Z-warriors all flew towards his lab and that only some scientists know about it.

Dr. Gero: ´There´s no way they could know the location of my secret lab. Unless they know a scientist. Like Wheelo or Flappe. Or any of the Briefs...SHIIT!´

The reason they dubbed The Dead Zone/Return My Gohan (DBZ Movie 1) and The World's Strongest/The World's Strongest Guy (DBZ Movie 2) so late was because several members of Team Four Star dubbed both movies before Team Four Star was a thing, under the name Neighborhood Cluck Productions. The quality of those were...pretty rough. Rougher than DBZA Episode 1 even. But hey, might be worth a reaction if the mood ever hits.

For context: In the original movie Dr. Wheelo and Kochen were both evil and wanted to get his body back to rule the world. TFS took that story and made Dr. Wheelo a good guy but made Kochen insane and evil. The ending is completely original animation, in the actual movie they just kill him with the Spirit Bomb.

The reason why it's in this spot is because TFS never dubbed this movie before. So they did it as their 2 million subscriber special.
