when people are getting chased by a dragon their first idea is to run in the woods i can see why because it hides them but it wont stop a dragon from using fire n burning it down to draw them out

That makes sense, although it stopped Baela in Season 2 when she and Moondancer were pursuing Christian Cole and Gwyane Hightower. They ran into the forest and hid. Baela lost them and flew away.
