Just to give you the heads up this show doesn't follow typical Flash comic rules. The showrunner Greg Weisman stated initially that he was never a fan of the speed force therefore in his Young Justice Universe the speed force does not exist. The characters gain their super speed through genetics or the accident that gave Jay, Wally and Barry their powers.

The old Flash was Jay Garrick. He's the original Flash that was created in the golden age era of comics in 1940. The comic version of him was a member of the Justice Society of America, the OG Justice League.

Wally is not just out of practice, he's just the slowest, of course in the comics Wally (as a grown man) is the fastest character period. Depending on the version there's an argument to be made that he's the fastest character IN FICTION. But here? Wally's just a bit slower than Barry and Bart

YIPPEEE YAY MY FAVORITE GUY!!!!
Impulse is such a great character, Bart has a lot of fun complex traits that would do great as the focus of a show or movie, but unfortunately, he has only appeared in two different series: Here in Young Justice, and in the live action Flash show, played by Jordan Fisher. Neither are in any way accurate to Impulse as a character, but I do like Bart here. I love how his Impulse personality is real, but mostly a mask, and how he's focused on saving the future.
Bart is also one of the founders of Young Justice in the comics, alongside Superboy (Kon) and Robin (Tim Drake)! They are later joined by Wondergirl (Cassandra Sandsmark, the Wondergirl in this show), Arrowette (Cissie Jones), Secret (Greta Hayes, who appeared in Season 1 Episode 18, by the same name), Empress (Anita Fite), and Slobo (Clone of Lobo). The main quartet of the group is Tim, Kon, Bart, and Cassie, referred to as the Core Four.
Maybe one day we'll have a Young Justice animation that honors the original plot, but most likely not.
Fun fact! Before the Justice League cartoon had its run, in the initial pitch of the show (Called Justice League: The First Mission), Bart was originally gonna be featured in the show as the teams speedster! It was also going to have a female Cyborg, but the idea was scrapped and they went with what became the Justice League cartoon it is today!
Also also, Wally isn't slow because hes out of practice. For some reason, in Young Justice (show), they decided to make Wally SLOWER than the Flash. The weird part is canonly, in the comics and other media, Wally is the FASTEST speedster.

Making Wally slower than Bart and Barry at this point makes sense even in the context of comic canon. When he was young he was slower than Barry. And when he got older and became The Flash he had a mental block that prevented him from going as fast as Barry did, not wanting to replace him. It was only after overcoming that block and then finding a deeper connection with the speed force than any speedster before or after that he became the fastest.

To be fair the decision to make the speedforce not exist in YJ was always weird to me. It's the best reasoning for the Flash Families speedster powers and yet they just go "Yeah no its not canon"... biggest nit pick

OH RIGHT another fun fact that I forgot!!! In the comics (not this show), while Bart is the grandson of Barry Allen, he's ALSO related to Eobard Thawne, the Reverse Flash (or. at least one of them!). so he's related to TWO speedsters

You guys have now officially met all the main members of the comics Young Justice team, Tim Drake Robin, Suberboy, Bart Allen, and Cassandra Sandsmark Wondergirl. Those four are the quintessential young justice members and they even founded their own version of Teen Titans with characters like Beast Boy or Starfire as senior members, since the OGs had all grown up to either just be solo heroes, Justice League members like Wally being the Flash at the time, or Titans without the "Teen"
